Return on investment, though important, does not help the needs of foreign students in the collection. University collections generally serve the largest student populations, which often minimizes the needs of international students. Online acquisitions and ILL are the most helpful tactics for developing the international portions of the collection and serving international students. There is very little study on scholarly communication outside of North America and Europe, which provides another disservice for international studies. International studies are often limited to language and the humanities, which limits international students’ ability to access all of the relevant materials they may need. Research into global publishing has not been done to a significant extent, but would greatly help international students.
